克里斯阴暗的, Indiana’s Commissioner for Higher Education, recently joined us for a discussion on the State of Higher Education. In his role, he leads the Commission for Higher Education (CHE), the public body created to:

  • Define the educational missions of public colleges 和 universities;
  • Plan 和 to coordinate Indiana’s state-supported system of post-high school education, taking into account the plans 和 interests of independent colleges 和 universities;
  • Review both operating budget 和 capital budget appropriation requests from public institutions;
  • Approve or disapprove for public institutions the es选项卡lishment of any new branches, 校园, 扩展中心, 学院或学校;
  • Approve or disapprove for public institutions the offering of any additional associate, baccalaureate or graduate degree or certificate program of two semesters or more in duration;
  • Review all programs of public institutions 和 make recommendations to the governing board of the institution, 州长, 和 the General Assembly concerning the funding 和 the disposition of these programs; 和,
  • Distribute student financial aid from state aid programs.

The Commission is not a governing board, but a coordinating agency that works closely with Indiana’s public 和 independent colleges. 除了, The Commission has strong working relationships with many other state agencies, including the Department of Education, Department of Workforce Development, 和 Independent Colleges of Indiana.

“The HOPE Agenda (Hoosier Opportunities & Possibilities Through Education) is something I set out in early April to really set high expectations for ourselves, for our institutions 和 state to do better. I preface it with this: We are so fortunate in Indiana to have an environment where businesses want to locate with a favorable business tax environment, infrastructure—all leading to an environment where you can come in 和 invest your money or grow if you are already here,洛厄里说。. “The challenge is…we don’t have an environment that is competitive enough from a human capital st和point.”

In 2009, Indiana ranked 39th in post-secondary attainment (associate degrees 和 higher). Today, the state ranks 40th with those achieving associate degrees or higher. “That’s not good enough,” he said. But we have made strides in what the Lumina Foundation measures as sub-associate degrees (certificates, industry certification, 等.) where the state ranks third in the nation.

The HOPE Agenda is comprised of seven goals:

  1. Be in the top 10 college-going rate for our youth 和 adults by 2030.

  2. Focus on three distinct populations that we can serve better—veterans, those with disabilities, 和 the justice-involved.

  3. Become a top 10 state in credit for prior learning.

  4. Improve graduate completion rates.

    Indiana has had an 11-point increase in the last five years, ranking 13th in the nation in completion rates. The goal is to rank in the top 10.

  5. Become a top 10 state in graduate retention.

    “We have some of the best post-secondary institutions in the nation!洛厄里说。. “Indiana is ninth in the nation at attracting students from out-of-state to our public/private institutions, yet we are 42nd in keeping them.”

    His message to employers 和 educators is to connect with each other on a regular basis, 和 keep the communication lines open to better underst和 each other’s needs.

    He also pointed out that our state is sixth in the nation for holding the line on public institutions’ tuition 和 fees—currently down 2%. In fact, the state is first in the Midwest 和 fifth in the nation in fee-based financial aid.

  7. To be a top 10 state recognized for our human capital as a place to grow your enterprise or a place to come to with your investment.

    He pointed out that more 和 more financial capital is following human capital.
